A new guideline has been put in place to prevent and control the rapidly spreading CVD-19 epidemic

 To curb the rapidly spreading Covid-19 epidemic and respond to questions raised by the current Directive No. 30/2013.

The Ministry of Health and the Ethiopian Institute of Public Health have issued an amended directive (Directive No. 803/2013) to help prevent and control the Covid-19 epidemic, effective as August 13, 2013.

The Minister of Health, Dr. Leah Tadesse, called on all citizens, institutions, leaders and law enforcement agencies to play their part in implementing the precautionary measures, restrictions and obligations that we are facing.

The media also invited experts around the guide and called on the public to be aware of the directive and to do their part as usual.


The Directive No. 803/2013 consists of eleven parts and thirty-seven articles, and the main points covered in this guide are as follows:

Regarding prohibited activities and discharged duties.

- It is forbidden for anyone with Covid-19 to enter the country, join the community, or communicate with others in a way that the virus can be transmitted to other people, knowing that they have the virus.
- It is forbidden for anyone to shake hands or touch each other for greetings or any other purpose.
- It is forbidden to be present or moving anywhere without a mask, except for children under 6 years of age and people with evidence of respiratory or similar problems.
- It is prohibited in any public or private institution for employees and customers to be provided with or without services in crowed, or to have more than three customers sitting at a table.
- In open markets, public transportation, public service areas, and other public places, it is forbidden to stand or sit with out wearing mask and at a distance of less than two steps from an adult.
- All public and private institutions are required to provide information on the disease to employees through a variety of means, to provide access at the entrances and exits and other important places, to provide precautionary measures to prevent the spread of the disease, and to ensure that they cover their mouths and noses.

Regarding care to be taken during home and quarantine.

- Any patient with Covid-19 who is not seriously ill will receive Covid-19 treatment at home.
- Stay away from other family members at 2 adult steps and use mouth and nose masks, keep yourself separate for at least 10 consecutive days, and stay indoors during these times.

Regarding quarantine and border health monitoring.

- Any traveler over the age of ten who enters the country's international airport except for a transit passenger must bring a valid RT PCR test of no more than 120 hours or five days, and must remain at home for 7 days after entering the country. The obligation to keep yourself at home for 7 days does not apply to the following parties.

-Can provide evidence that Covid-19 recovered in 90 days.
- Diplomats
-If you have completed the Covid-19 vaccine completely.

- After entering a conference or a tourist or an emergency national, an additional Covid-19 test is performed and if the result is negative, you do not have to isolate yourself for 7 days. It is forbidden for anyone with a corona virus positive to enter the country.

Regarding the transit passenger who passes through the country International Airport.

-No transit passenger entering the country through the country's international airport should enter the city outside of the hotels designated by the airline until they leave or arrive.

- Regarding the precautionary measures to be taken during the process of autopsy, purchase and transportation.

Funeral services should be carried out in a tent, at home or at a designated place for the mourner and family members and the mourner to be no more than 50 and two adult steps shall be kept at a distance and without touching, mouth and nose covering and other national safety manuals.

Regarding precautions to be taken during the meeting

-Up to 50 people can be mobilized in accordance with the Covid 19 precautions.
- If more than 50 people are required to attend, the meeting may be held in advance with the permission of the Ministry of Peace and the regional, zonal and woreda peace and security structures, with the permission of no more than one-fourth of the capacity of the venue.

-The host and host must make sure that the basic precautionary measures are in place.

Regarding the implementation of religious Rituals.

-It is forbidden for people who perform religious ceremonies to perform the ritual in close to two adult steps while performing the ritual.

-Considering the total area of ​​the building in the building where the ritual is to be performed, they shall perform the ritual with no more than one-fourth of the occupants.

-On the premises of religious institutions, followers of the faith are required to keep a distance of two meters while standing or sitting during the performance of the ritual.

-It is forbidden for anyone to enter the premises of a religious institution without a mask.

Regarding domestic social events

-It is forbidden to celebrate birthdays, graduations, associations, mourning ceremonies (excluding funeral and funeral ceremonies) and the like.

-As mentioned above, anyone can have a wedding with no more than 50 people and two adult steps (two meters) apart, covering the mouth and nose and applying the appropriate Covid-19 protective hygiene measures.

Regarding the celebration of public holidays

-It is recommended that public gatherings not be held as much as possible until the spread of the epidemic has stabilized.

-Anyone who attends or coordinates the festivities in public squares is obliged to wear a mask and stand at a distance of two meters during the celebration.

-Any public event coordinator must ensure that the event is carried out with no more than one-fourth of the potential occupants of the venue, taking into account the total area covered by the venue.

With regard to services such as cafes, bars and restaurants, pubs, entertainment and playgrounds.

-It is forbidden to accommodate more than three people at a table, and a distance of two meters must be maintained between each table.
-Service providers are required to wear mouth and nose masks;
-Hosts are required to cover their mouths and noses except when eating and drinking.

Regarding cinemas, theaters and art galleries

-Considering the size of the hall or place to be served, they should provide no more than one-fourth of the available space, two adult steps (two meters) and a mouth and nose covering.

Regarding sports competitions

-Depending on the number of spectators at the venue, any sports competition can be held with no more than a quarter of the spectators.
-If these competitions are conducted in a manner that is conducive to the epidemic, the responsibility for licensing and taking precautionary measures during the competitions will be borne by the appropriate government bodies. Restrictions imposed on institutions where the most vulnerable sections of the population are located and what should be done.

Regarding precautionary measures

-It is forbidden to interview people in the following institutions until the circumstances of the outbreak have been determined from time to time. However, donors can approach the management of the institution and perform any support and similar tasks.
i. Locations of nursing homes and
ii. Rehabilitation Centers

-Prisoner visits in person Two adult steps between the prisoner and the detainee, covering the mouth and nose of the inmate and the detainee, washing the hands with soap and water before entering and leaving the prison premises, and other details. Follow the instructions in the manual.
